Mexico dismantles AI-powered extortion network targeting officials

Federal and state authorities in Mexico have dismantled a criminal network that impersonated high-ranking officials to extort politicians and business leaders. The group, led by former Michoacán finance secretary Luis Miranda Contreras, was arrested as part of the National Strategy Against Extortion. The operation was carried out in coordination with the Attorney General’s Office of the State of Mexico, utilizing investigative acts to target the network’s activities.
Impersonating Officials for Extortion
The network, active since 2021, posed as assistants to contact victims, including politicians, entrepreneurs, and mayors. They then used AI voice cloning to mimic governors, Supreme Court justices, and federal officials. Their demands included cash transfers, expedited paperwork, and political favors. Authorities linked the group to multiple identity theft investigations, where they impersonated officials from the Presidency, the Supreme Court, the State of Mexico government, and other agencies to secure financial or job-related benefits.
Investigators traced the group’s operations to a luxury residence in La Providencia, Metepec. Funds from the scams were used to buy high-value properties and vehicles like Mercedes and GMC cars. State investigators employed advanced digital mapping and data analysis tools to pinpoint the network’s operational hub.
Family Involvement and Financial Schemes
Miranda Contreras’s family played a key role in the scheme. His wife (Liliana «N»), children (Luis Samuel «N» and Aimee de Guadalupe «N»), and bodyguard (Agustín Arturo «N») were arrested. Due to Miranda Contreras’s financial red flags, they used his daughter’s architecture firm to launder money and purchase assets, including luxury vehicles and properties. This allowed them to bypass financial scrutiny and maintain their high-end lifestyle.
Michoacán Governor Alfredo Ramírez Bedolla noted that Miranda Contreras exploited his name similarity with former federal official Luis Enrique Miranda Nava to deceive political figures. This tactic enabled him to gain trust and credibility among his victims, further facilitating their extortion efforts.
Past Criminal History
Miranda Contreras has a prior criminal record. In 2017, he was arrested for embezzlement, accused of making MXN $26.68 million in fake payments for nonexistent accounting services. Specifically, he was held responsible for simulated payments to two suppliers for alleged accounting advice that was never provided. This led to his administrative disqualification in Michoacán, barring him from holding public office in the state. Despite this, he continued his criminal activities, leveraging his connections and resources to establish the extortion network.
